Dr. Noel is the physician who discussed Hillary's health issues during the campaign and formed a medical opinion that she was most likely suffering from Parkinson's disease.
In his new video, he analyzes her latest "event" in India on a frame by frame basis and concludes that it is more evidence that his original call was correct.

That doctor who was always nearby when she was campaigning was there to light up the floor immediately in front of her with a compact LED flashlight he always had in hand. It's quite clear in the video, and that ended the talk that he was holding a Diezapam (?) injector.

I'll let her real doctor worry about what it is she has.
That said, Hillary is a contemptible human being and a nasty power-hungry piece of work. I'm glad she never got to be president. Maybe the law catches up with her and puts her behind bars where she belongs. Until that happens, I'll content myself with witnessing her much deserved fall from grace and will be eternally thankful for myself and my country that she never got to be president.
