Trump doesn't fire him because he realizes that the GOP in Congress is waiting for him to do that so they can remove him, which is an important long-term objective of both Ryan (Romney) and McConnell (Bush).
I'm certain that the Republican leadership have an understanding with Comey and Mueller that they will agree to remove Trump as soon as Mueller comes up with anything they can use as a fig leaf, OR, if Mueller can't do that, that Ryan will agree to Judiciary committee hearings on the Comey book with James Comey himself as star witness.
This matter will not be resolved peacefully. The coup has gone too far, too many crimes have been committed by too many important people for that.
