STOP giving them cover, even inadvertently, by using meaningless words like 'shameful' : they are beyond corruption, into wholehearted evil, and care for nothing but raw power and their own wealth and prestige.
Put them in prison and force them to pay back the government all their pay and benefits...at prisoner wages.
