Compare the photo in #4 and #44. The photo in #4 seems like that span was put up without the suspension elements shown in #44. I dont see remnants of what would be called the cables in a regular suspension bridge.Agree completely; should have shored up that portion of the bridge until the cables were installed and tensioned properly. It looks like the design was proper, but allowing that size of a pre-stressed concrete beam (950 tons) support its own weight without temporary shoring was the cause.

The absence of temporary shoring or the cable support system suggests someone calculated the walkway could support its dead load. Just as bad, if it was cast-in-place the shoring may have been removed prematurely.
Or:
"Dude, go ahead and place the walkway, those cables are just for cosmetics."
