Actually, the government may know exactly what they’re doing. As you mentioned, the smoker will end up buying more, maybe twice as much, as said smoker did before this government overreach.
Viola! That much more tax revenue to Uncle Sam.
Full disclosure: I never would have thought of this angle if you didn’t point out that the smoker would be smoking that much more.

Anyone remember when they tried to cut down on nicotine delivered by punching small holes in the paper just before the filter? You could tell by watching people try to smoke them with a finger wrapped completely around the cigarette, or in a two handed finger squeeze. Some even resorted to tape.
