Cockroaches are terribly hard to remove from an apartment building, on an apartment by apartment basis.

You may do a great job, in your apartment, but they will hide in the piping system, the paths of the electrical, phone and cable TV wires, the heating and air conditioning system, the trash disposal/compacter system and anywhere it is dark and gives them space and a path into the apartments.

Even when you leave absolutely nothing out that they would care to consume, you will still find them coming out of just about anywhere looking for something.

Only a tent over the whole building and fumigation of the whole building at once will get rid of the them. Until they get a foothold again, and one by one some lousy tenants start making the building a good bug home again. The worst apartment building with the cockroach plague are those that have food-related commercial shops in the ground floor of the building - the bugs love to nest in paper bags and boxes.

We had kept our apartment in a high rise in a near anti-septic condition, and kept the cockroaches at bay, with only an occasional sighting yet never finding where they were hold up. In doing a major cleaning just before/as we moved out, I included the metal vent cover over a small air shaft that ran through the building. As I took it off to clean it, I saw millions of cockroaches running up and down the walls of the shaft.

Once I lived in an apartment building whose renter’s kid brought some pet cucarachas home from their Mexican trip, and they got loose. Meh.

I had an eviction case many years ago where my witness, the bug man, was on the stand and testified that there were “a million roaches” in the apartment. After some cautions from the judge and over a lot of objection, it turns out he was serious. A million roaches. The tenant had left a 40 pound bag of dry dogfood in the pantry and the roaches had been multiplying for months. Some of them too small to see in a close up photo. but, he stuck to his story - A million roaches.
