Federal law forbids sale of a handgun to persons under 21 yrs of age. But we all know some 'teens' have a different gun ownership strategy. They are banned from purchasing a handgun until the age of 21 but they are not banned from ownership.
Here in Virginia you may own a handgun AND open carry from 18 to 21 years of age. You just cannot buy one yourself.
