I always wonder that when I see ‘guards’ in places like airports and train stations. Are their guns loaded? If not do they even have ammo? I want to ask, but I know enough not to. But if I were a mayor, I’d certainly ask them. Because all it takes is one a-hole somewhere up the chain of command, and no one has bullets.
They will most likely be Condition 4 with the loaded Magazines in a very inconvenient location.
I know of an air force national guard base with jet fighters where the MPs are issued M-16s (but not bullets) to patrol the perimeter and guard the gates. If challenged, they have an expensive club.

Bob, funny you mention that. I remember standing watch at night alone on deck of an SSBN in the late 70s and we were not allowed to have a clip in our weapon. As a matter of fact I think it you chambered a round you’d have probably gone to Captain’s Mast.

Some drunk yob recently beat up two police in London. In front of Buckingham palace. One cop was pointing a submachine gun and then kept yelling “armed police” while getting his a** kicked to the ground. I’d venture a guess they arent loaded in London...
In times square they have SWAT on standby and some stand outside with AR-15s. Ive seen them unload and swap magazines up close. They are 100% loaded. And nearby they have backup ARs and whole boxes of magazines ready to go.
