That is correct - it's also true of Amsterdam, Stockholm and Copenhagen before Africans and Arabs poured in. The problems of Baltimore and Chicago are caused by demographics, not by ideology. Majority white liberal cities may run budget deficits and squander resources on worthless gimmicky programs and causes, but they don't by themselves turn cities into gang warfare zones or lead to complete social collapse. For that to happen, you need a majority population of blacks or of Third World immigrants.
