I keep seeing this quote these last few days: "... proposal includes $25 billion in border security funding ...

Has anyone heard if this refers to money earmarked for the Wall? Or is it specifically for those categories of "security" that do NOT include the wall? Or is it an unspecified TBD item?

The article says the bill limits it to 5 bil per year. In other words not enough to build a wall and an indefinite amnesty from deportation.

The money is for a Wall plus other security measures.

I think during the Schumer/Trump negotiations before the gov shutdown, they were talking about a trust fund to contain the $25B so Trump didn’t have to rely on future Congressional annual appropriation bills to keep funding the Wall.

Capped at 5 billion a year. Needs approval every year? What about chain migration and visa lottery?

The other question is whether the $25M is authorization for spending or an actual appropriation. One is a plan, the other is actual funding.
