The objective is to develop "no-fault" policy with criminal students and bullies. Keep them in school AT ALL COSTS. Never prosecute, never arrest, never jail. Keep them in school.
The objective? Create a hostile environment. Increase fear and anxiety. Lower achievement. Dumb them down even further. All part of the plan.
