The best way to help these countries is to NOT help them! I have no problem with private individuals or charity groups helping 3rd world hell-holes (and good luck if the soldiers don’t kill or rape you), but not U.S. taxpayers. The majority of foreign aid goes into corrupt tinpot dictators pockets who spend it on weapons and food to feed his rag-tag armies. Money never goes to the poor.
I wish I understood why the African nations don’t evolve.
Suppose part of it is religion, part of it is corrupt government that pushes them down, part of it is weather (easier to live in a warm climate). But overall...why can’t they break out of the 3rd world? Is it pure laziness?
