What these numbers explain is the tremendous resistance against doing anything about this problem. For example, the $23B annual cost in California doesn't mean that we hand the illegals $23B in spending money. The direct cash assistance is likely $3-4B. The rest is spent on salaries for US citizens and legal residents employed by the companies, school districts, hospitals, state and local governments (including prosecutors, public defenders and correctional officers), and many, many so-called non-profit aid organizations (paying their execs $300-400K per year) that deal with the illegals.

So these legal providers of services to illegals now represent about 8% of the California economy. For some of the non-profits this money supports their very livelihood and existence. The government employees unions know that 15-25% of their members make a living servicing illegals, that's a lot of dues. These people help elect the law-breaking hacks in the California legislature, the governor and the attorney general. If we ever deported all illegals, this would all go away and jobs, money and power of these legal individuals would disappear. This is now a big enough constituency to successfully resist enforcing immigration laws.
