10. is most intriguing to me. I think the plan would have been loosely conceived at the start. I doubt anyone could have forseen how it would develop and lead to where we find ourselves today.
I’m leaning toward Sid hatching it as maybe a lark, a whispering plot, gossip and innuendo fueling it. It seems unlikely he or whoever started this could have predicted the stunning cooperation by the upper echelons of the bureau.
Many circumstances outside the control of the planner (s) were unknowable which is one reason I rarely buy “conspiracy theories”.
