Well that would be a mistake.
A liberal democracy (representative or otherwise) can only keep the laws that it considers morally tolerable.
Marriage became superficial — one wag said it was even “gay” — before a homosexual form was seriously contemplated. The idea of something made in heaven (rather than on earth) had to go before something made in hell became acceptable.
This is a folly characteristic of a fallen Christian society. Only if it rises again can that folly be counteracted. Look to the spirits first, then to the morals, and then the laws shall follow. Flee the idolatry of government like the plague, the cure worse than the disease, it is.

A former co-worker, who ran a porn site when he got out of prison, says that people surf porn trying to find something more interesting than the last thing they saw. There is even “reality porn” (porn that is supposedly real-life but is actually fake). Russian porn generally includes minors in it. They tattoo them to make them look older.
His job was to steal from other sites and make sure there was nothing illegal on the site. Blatantly illegal anyway. The blatantly illegal stuff was sent to be hosted on Russian sites.
The big money isn’t in porn. The big money is in hiding identities and blackmail. When you are looking at porn, all kinds of bad things are being loaded to your computer.

Anyhow the New Testament of Jesus Christ is bereft of suggestions for the laws of officially secular countries, as even the USA has to be without explicit theocracy in its constitution. If We The People go heathen, the way the constitution is carried out will go heathen too. We’ve been watching symptoms.
As far as marriage is concerned it looks like time to separate state and marriage. Let only churches perform marriages. The state could instead have a householding concept, of which marriage would be a species. But the state could only pronounce a householding. No more civil marriage, only civil householdings. Householdings would be substituted in official law where marriages had been.
