Outside of a single Republican governor — Arnold Schwarzenegger — and a handful of state and federal legislators in northern and far southern counties, Democrats hold nearly every elected office in the state.

This is a very poorly written or intentionally confusing statement, insofar as it implies that Arnold Schwarzenegger is still governor of California, or that he has been the only Republican governor of California ever.
