Huh?

Not only can the legislative branch pass a law to constrain the executive branch; it can make entire executive branch departments disappear in minutes.

The U.S. Department of Justice is nowhere to be found in the Constitution. It didn't even exist until 1870.

And guess what ... it was legislated into existence by an act of Congress.
