Giving pads to the cons, will make it awfully hard for the Governor to tell the C.O’s and supervisors that they can’t have a decent raise. The officers turned down a five year contract that offered a 2% raise each year. That was in February of 2017. So I’m assuming they are working without a contract like they have in the past.
