I believe the IRS has already paid a settlement to some or all of these groups.

Civil cases ,, they lose and make payment with our tax money... There needs to be CRIMINAL charges filed.

If these acts are illegal (say Section 1983 violations, deprivation of civil rights under color of law), p'rhaps it would be possible to have a ruling that these folks become *personally* liable. But I'm not a lawyer, so I don't know.
