To my knowledge, a government contractor is not a government employee. They are part of an entity that provides a service to the government for a contracted fee.

There may be civil service temporary employees that may be impacted as "non-essentials" but they are not contractors.

Is there another category of employee or condition of employment that I am not aware of that is called a government contractor?

I meant people who work for the government as contractors.

Companies such as Lockheed, Booz Allen, Northrup Grumman, etc.
