I’m pretty sure the president can declassify just about anything.
If the report from the House Intelligence Committee became declassified, then any of the feisty Republicans in Congress who wanted this to be released could simply release it.
You wouldn’t need the president to do the releasing.
The memo and all the FISA information came from the executive branch. He can release it anytime he wants. In fact, as the Special Council digs into the Russian/NRA (business man) connections for anything... anything and soon to drag brain-dead Bannon in, now is the time to shut Mueller down.
Of course, if Trump doesn't hold fast to border wall/ending chain migration/ending VISA lottery and delayed voting on illegals, then much of this becomes moot. We will lose the midterms and Trump is in jeopardy anyway.
Yes he can, he can declassify anytime he chooses to. House is not the only ones with the memo, justice has it too.
