So the lawful orders of a sitting president designed to undo the unlawful orders of a past president can be abrogated by a political appointee?

Two issues here. The one you point out about it’s an EO that makes law, and the other issue is that the Executive Branch allowing this to stand because this leftist judge encroached on presidential power by undoing an Executive Order.
There is a flaw in the shyustem when one lowly appointed judge can overrule a president on just a whim. and the left is exploiting it.
The answer IMO, is to say that only a supreme court ruling can overrule a president and ignore lower court rulings until the SCOTUS decides the matter.
