China steeling for full-blown crisis on Korean Peninsula
Sources cite refugee camp plans, food stashes and barracks construction
OKI NAGAI, Nikkei staff writer
BEIJING -- China may be committed to resolving the North Korean nuclear issue through dialogue, but it is taking no chances. Sources say Chinese authorities are actively bracing for a possible clash between the North and the U.S., including plans for vast refugee camps near the border.
The government in the middle of this year instructed northeastern provinces, including Jilin and Liaoning, to start preparing to open camps that could absorb an expected influx of displaced North Koreans, according to Chinese Communist Party insiders. The sources said multiple planned facilities would have an estimated capacity of up to 500,000 people. Stockpiling of food and tents has apparently begun.
A purported internal file from state telecom operator China Mobile seems to support these claims. The document, which leaked online in early December, says five refugee camps are planned for Changbai County in Jilin, and that the company ran communications tests there on Dec. 2.
The file has not been authenticated, but diplomatic sources suspect it is genuine, as it became inaccessible several days after its release.
Experts familiar with the China-North Korean border region also say barracks are under construction in a military-administered area of Jilin. These are low-rise buildings with communal showers for personnel.

Is this total BS?
If I was a North Korean, and war broke out, and I had an opportunity and/or necessity to flee somewhere, I would head south. Why would I go to Chinese Communism, and not Korean Freedom? Communism is the problem, not the solution.
The Chinese would send refugees back to North Korea after the war if the Kims survived, and then they would be distributed to Death Kamps.
Fleeing to SK through a hail of rocket and artillery fire might ruin your day.
“If I was a North Korean, and war broke out, and I had an opportunity and/or necessity to flee somewhere, I would head south.”
If they head south, they would have to cross the heavily mined and defended DMZ. Probably easier crossing the China/Nork boundary.
I expect NK troops would have standing orders to shoot defectors. Conflict on the North South border would thin out the NK China border troop numbers, thus providing an opportunity for civilians to enter China.
Im being forced to admit that China has considerably less influence over North Korea than Id thought. Fat boy is on a power trip with little concern about end times.
I’ve said it before and I’ll say it again: NK is usually a proxy for the ChiComs. It tests the waters, and pushes the West, without putting Beijing’s prestige on the line or threatening its favorable trade deals.
The ChiComs, like most everyone else, probably thought Hillary was going to win, planned on Hillary winning.
The last year of NK doings had probably been planned for that very contingency. Only she didn’t win and it may be the case that the NORKS are proceeding with some plan despite that which is why the Chinese are suddenly so agreeable and also seemingly out of patience with Kim.
Maybe the ChiComs have been caught with their fly down?
What was to be their end game? South Korea, Taiwan, the South China Sea? Hard to say. With Clinton, who has been compliant to ChiCom ambitions ever since her husband was transferring missile tech to them, a few donations to their foundations or friends (or even the right sort of extraordinary favors) could have got them just about anything they wanted.
We all know the “rocket man” is crazy.
How crazy he can get in the end is what we are going to find out?
Tojo led Japan right into war with the USA over sanctions and lost.
I think Tojo was a saner man than the guy in North Korea.

Yes, there was a point when China could have exercised positive pressure.
I have been reading that the Chinese are building and have completed multiple refugee camps along the Nork border. Seems to me they are preparing for a storm.
Surrendering soldiers, if they were smart, would dig in deep and let the enemy overun then surrender to the 2nd echelon. Combat troops in the process of securing their mission objectives are much more likely to shoot-first-ask-questions-later.
Fleeing toward the rear is very likely to get you shot by your own security forces.
Case in point: Saddam’s infantry in Desert Storm.
I remember learning that once you pull the pin, Mr. Hand Grenade is no longer your friend. Same rules must apply to neighboring dictators with bad haircuts.
I doubt they have a clue where they should flee to... just “away” is probably the goal.
p
Well, China built a LOT of ghost cities. Maybe now they can fill them?
