IIRC, that was covered in the mini-series on Reelz, “The Kennedys”, which was not in any way flattering to the clan of pervs. If you haven’t seen it, it’s pretty good. They showed old Joe as a monster.
The only Kennedys in that movie who I could respect in even a small way were Ethel and Joan — and they weren’t Kennedys.
Old Joe hated “Anglo white” American. He was the genuine Genesis of the 1965 Immigration Act.
