And God has been around forever.

This universe is 13 billion years old.

When did forever begin and did he wait a long time before creating this universe?

Did he create others??!

I go about my day and never think of the STAGGERING questions that are out there.

I'm no great apologist, but I'll give it a shot:

When did forever begin and did he wait a long time before creating this universe?

Because there is no "time" in Heaven, only the "now". God created time for our universe, not His own.

Are the new testament moral beliefs different than the old testament?

No, there is no "rule change" for God's perpetual morality. We humans have always had a conscience and knew what was wrong. The New Testament merely declares the standards that we should have held all along. For example:
“Why then,” they asked, “did Moses order a man to give his wife a certificate of divorce and send her away?” Jesus answered, “It was because of your hardness of heart that Moses permitted you to divorce your wives; but it was not this way from the beginning. Now I tell you that whoever divorces his wife, except for sexual immorality, and marries another woman, commits adultery.”
