Could be. That isn’t the case in Virginia as we have gone back to paper ballots (for which I am most thankful).

The only issue with paper ballots is that they can be rescanned multiple times by optical ballot machine counters like they did in Detroit 2016(like the box found marked 306 ballots for Hillary but there were only 50 ballots in the box.(There were about 50 or 60 voters that came into that precinct). So unless recounts are done and matched to the paper ballots vs the optical records vs the numbers who actually came into the precint to vote, Virginian will never know for sure whether Fairfax or Richmond vote officials are stuffing the numbers.

That’s why that court case about preserving digital votes vs the paper records in Alabama was important. Somebody didn’t want those records to be able to be checked but they can examine the numbers of folks who come into the precincts against votes cast.
