Very simple, the problem with Rohingya wherever they are is Islam. Plain and simple.
The Burmese, never ones to be pushed around, are not at all shy about repressing Muslim Invaders and illegal immigrants. The rohingya are lucky these are not the days of the former Burmese kingdoms. There would not be one rohingya left alive.
