She did not report it 16 yrs ago. The article said she talked of the incident from 16 years ago.

She wouldn't a stood a chance with the mindset back then.
My guess is she may have tried to figure out who to talk to, probably told her family and her best friends, then realized there was no one to tell who would believe her or who would do anything about it.
Now we can safely surmise that people she would have complained to were sexpervs themselves.
