You really think Rosenstein didn't know about all this when he appointed Mueller and when Mueller chose his staff? They've worked together for many years.
Rosenstein knew full well that Mueller was intimately involved in the matters that mattered and knew Mueller was the guy who could make sure those matters didn’t matter.
