Let's look at a quote from the military.com article...

The figure was three times higher a few years ago and "we think the technical debt that we have -- the deficiencies that we have -- are things that we can handle … within the next two years," he said.

My emphasis. And BTW, it's been almost two years since the article was written. Note that the total was "three times higher a few years ago".
