I do not believe the DPRK threat justifies pre-emption, by which I mean, it does not justify the price we would pay, not "justify" in a moral sense.
Attacking DPRK now with conventional weapons will cost a million ROK lives and destroy the South for twenty-thirty years. Attacking DPRK with mass casualty weapons now is not justified, morally.
Resolving the problem completely and finally requires attacking DPRK with multiple thermonuclear weapons. For this to happen, they must move first.
