Not having a "Dad" at home is part of this tragic handicapping of minority kids.
Social promotions are part of this failure.
Lowering standards to put "lipstick" on failure is part of this failure, and...

The lack of illiteracy, civil manners, fatherless families of four or more is rotting this race because some Black men are not responsible towards their get, just make more babies with women who look to welfare to raise their young......then scream 'racism' to the cameras....BLM, antfia, are terrorists who prey on their own to force popularity for those organizations. Black preachers teach hate along with Islam....our country is in peril with citizens of that ilk.
almost all the kids from Communist Chinese families still have the fabled Chinese study ethic... they actually do their homework assignments. just saying... its not so much how much taxpayer money is poured on the project, or down the drain..........its largely a cultural thing....and that comes mostly from home, parents.... I remember my high school was mostly very old and outdated...but it taught calculus and advanced science classes and 8 or 10 languages and Shakespeare and more.... because the students wanted to learn and they actually went home and studied, did their homework.... since that time the campus got millions of dollars of new buildings but the academic performance reportedly went far, far far down. different student population ... with different culture at home...as neighborhoods shifted
Until the Black community leaders try to deal with the family structure of the Black community, these differences will remain.
Why not just elect them ALL Preezie of the USA..?
They tried blaming it on bad schools. On Whitey. On discrimination.
The blame goes mostly on the homelife of the kids. Not a good one. One parent. No one working. Drugs. Crime. Physical abuse. The kids are not going to do well in school when they are going home to that.
Pouring money into the schools won’t help. Giving them grades they don’t deserve won’t help.
Totally eliminating the influence of liberalism will.
Until imperialism, in all the great entirety of Sub-Saharan Africa there was NOT A SINGLE BUILDING OVER A SINGLE STORY.
I talked to a lady who’d long been in Africa in the Peace Corps;
She said Africa itself was actually very productive; great land, navigable rivers, etc. She said it was PERFECT for a population who was okay simple picking up fruit within 100 meters or so —the very bare minimum.
She said the concept of savings was somehow exotic to Africans and most of the Peace Corps success stories were either grand exaggerations or simply made-up.
There was no running water; bathing was done by each sex at a different time at the local watering hole.
She was a fair-skinned redhead and as she walked to the washing place the townsmen would excitedly call out to each other, signalling that the beauty was soon To Be Nude nearby:
As she washed the men would perform, uh....a manual activity: At the moment of their highest satisfaction they would CALL OUT TO HER, the better to share their emission with her in that public venue.
These were not strangers; these were men she daily worked with (though FOR would really be a more honest word).
She said it was well-intentioned but totally hopeless.
They need more money in 3-2-1..

Just keep on letting the illegals in, and grade points will continue to diminish.
Unstable societies make for unstable test scores.
You know the answer to this. It's the unspoken answer that the Obama administration, and many liberal administrations, avoid. It's about family structure, nurturing, and empowerment of children via strong family love, guidance, and support - and it's fallen apart in the black community under Democrat/leftist leadership.
I came from an abusive family environment, and went from being a star student early in elementary school, to being told by one teacher to quit high school. I believed myself to be defective, and had terrible self-confidence and self-identity. I got extremely lucky, and had an epiphany during later high-school that allowed me to put my life back together. That epiphany was spiritual in nature, and I believe represents divine intervention, but without it I'm not sure I'd still be alive - let alone having gotten as far in life. I went from being told I should quit high school, to getting the highest ACT score in my state, going to medical school, priding myself on being a caring doc, having an academic career - with multiple patents and publications, and very most importantly being blessed with a child who is happy, kind, and well-adjusted.
My point is that having love and guidance from a strong, caring, and cohesive family is a major determinant of how well one does in school. You can get around this, and there are many who have, but it's not easy. I was just incredibly lucky. If the NAACP wants to fix this, and do the most important thing their organization will ever do, they will put all of their emphasis on promoting strong, loving, supportive nuclear families in the black community. These children deserve no less.
The first simple step for black school progress:
Immediately expel ALL the kids who don’t want to learn —put them in a prison-ish school for flunkies and teacher flunkies.
If half kill off the other half in a year? Cheaper policing.
There ARE smart black kids, they’re simply distracted by kids who don’t want to learn.
Yep, I find it arrogant that they could even consider the school as a place that can change this. The problem isn’t the school.
It’s a good example of, “If you don’t correctly identify the problem you’ll never have the right solution”. Their solution tried to fix what wasn’t broken.
Here’s a clue teachers, how many of those students don’t have a father around? At best, these students will be the next gen fathers (very soon), IF THEY stick around, most won’t. Generations that don’t value education, or fatherhood, which becomes built into their culture. School programs don’t fix that.
