They were given ‘temporary’ residence 10 years ago after the Hurricane....the country indeed will always be poor as it’s a welfare state..... But go back they should and apply for citizenship like all others have to do.

Econ 101, your most effective changes are around the margins. How many programs like this exist that we FR-er's do not know about or forgot about that are sub-sets/carve outs of a dysfunctional Immigration System w/ no cut and dry rules. Getting rid of this is an effective change around the margins..
