As I am sure u r aware Sessions recused himself from anything Russia related and his deputy Rod Rosenstein was the DOJ official who appointed Mueller.

I'm aware that the FBI used the dossier as the basis for wire-tapping Trump during the campaign and that the DOJ used the Fusion GPS dossier as the basis for appointing Mueller.

The protocol is, as I am sure u r aware, for the AG or deputy AG to examine existing evidence and testimony and in turn to ask seasoned professional prosecutors in the DOJ if they believe based on the evidence that a special counsel is necessary.

Because it’s a RE-investigation, and top DoJ officials are accused of performing a cover up the fist time through. Simple enough I would hope.
