On what basis did he appoint a SC to investigate Trump's supposed Russian collusion?

A DOJ spokesman and Sessions himself later specified that a certain protocol must be followed before naming a special counsel.

Where can I see this protocol as it was applied to the supposed Trump/Russian collusion and the appointment of Mueller?

Sure looks like he is considering a special counsel don’t you agree ?

Nope. It looks like he's considering recusing himself -- again.

As I am sure u r aware Sessions recused himself from anything Russia related and his deputy Rod Rosenstein was the DOJ official who appointed Mueller. The protocol is, as I am sure u r aware, for the AG or deputy AG to examine existing evidence and testimony and in turn to ask seasoned professional prosecutors in the DOJ if they believe based on the evidence that a special counsel is necessary. Hence Sessions letters to seasoned professional prosecutors in the DOJ this past Monday asking them whether a special counsel is warranted w respect to their opinions on Hillary’s prior investigation and the manner in which it was handled, The Fusion GPS Dossier and it’s tentacles, Uranium 1 and Comeys actions and decisions in several investigations.
