State Department offering buyouts to reduce ranks

Nov. 11 (UPI) -- The U.S. State Department is offering buyouts of up to $25,000 in an effort to trim 641 employees from its ranks, department officials said Saturday.

A state official told ABC News the voluntary buyouts would be in addition to the normal attrition expected within the department by the end of 2018.

Multiple officials told The New York Times that Secretary of State Rex Tillerson's goal is to reduce the department by 8 percent, or 1,982 people. The department already has instituted hiring and promotion freezes, left a number of ambassadorships and senior leadership positions fulfilled and asked some senior employees to do low-level clerical duties.

I really think that 8% is a very modest reduction in force for this agency.

Note: "positions fulfilled" should read "unfilled".

With the hiring freeze, result will be larger than 8% because of normal attrition.

There are plenty of high level crimes to be examined. Wonder who would be selected to do the job. Obama’s damage to the Legal system is systemic and large.

There is NO Precedent to this in the History of the US.

There have been many times the Fed Gov was corrupt. But never on this scale.

Why should innocent people be jailed? Many were already. Justice is never served by that.

No, there are not enough prisons for the guilty.

In the past older employees would often jump at these packages; now not so much. This economy is grim, with many unable to retire at all. I suspect most workers, realizing they have no value in the real world except as Wal-Mart greeters, will instead remain in these jobs to keep the income streaming in - there are no performance metrics anyway, and no consequences for failure )like public school teachers). The fact that buyouts even have to be offered indicates how entrenched they are.

There is no denying that our leadership ranks are being depleted at a dizzying speed, due in part to the decision to slash promotion numbers by more than half. The Foreign Service officer corps at State has lost 60 percent of its Career Ambassadors since January. Ranks of Career Ministers, our three-star equivalents, are down from 33 to 19. The ranks of our two-star Minister Counselors have fallen from 431 right after Labor Day to 369 today—and are still falling.

Is this downsizing through attrition (primarily retirement)? It is an important distinction.
