The Mueller investigation of Manafort only covers the time when Manafort was working with Podesta(and possibly Clinton). It appears that Clinton and Podesta had the big money dirty deals and Manafort was just a small time player. But Manafort probably knew at least some of what was going on. That appears to be the reason for the charges against Manafort. To shut him up and ruin him.
