I heard from somebody who has been to SA that most of upper level professionals who run things are from other countries such as Lebanon, Egypt, and Jordan, while locals are bosses. Low level menial jobs are done by foreigners, too. Apparently ordinary Saudis are not really up to running modern industries, which could be a real problem in the long term.
