British citizens can travel to the US without a Visa, just a passport, under the Visa Waiver Program.

Once Great Britain starts allowing ISIS volunteers to return, without imprisonment, the US needs to take Great Britain out of the Visa Waiver Program.

The individuals should be placed permanently on a no fly list to anywhere outside of Great Britain.
