Seems to me its not exactly that she is ugly. Its that she looks so fake in that silly cowboy outfit. Its like the uncanny valley thing...she is trying so hard to look like what she isn't she just comes off as disturbing.
I am thinking if she would dress and groom in a reasonable way, although she would be nowhere close to pretty, she would at least be presentable.
