Obama certainly made worse or even created division and fear, especially racial division. He created fear by using the government (IRS, EPA, BLM, Justice, etc.) to attack his enemies, Republicans and conservatives.
Bush's foolish entitlement spending policies and the creation of TSA fostered bullying. His failure to call out destructive policies of the Obama administration showed his prejudice, not to mention his prejudice against the forgotten man. Bush stole the phrase "compassionate conservative" and misused it for political purposes.
