I think the author is being overly simplistic here.

Very simplistic, yes. The only significant vote Strange had was with the so-called Repeal and Replace pile of dung and he only did that because he had the cover since the others were already there to kill it. Paul was totally counter to the other three amigos, two welfare whores and the other, well he just let us all know what a POS his is from his little butt-hurt rant yesterday, but we already knew that. Paul wanted the whole thing dead. Truth be told, I would not be surprised that at least 25 of the Pubics would have stepped into the breach in the event any one of the three amigos wilted.
