I think we are missing part of the story. The guy may not have had the proper cash register receipts/accounting to prove where the money came from. This has been the case for similar stories.
Of what you say is valid where are the charges? Any evidence at all of a crime?

They need to prove wrongdoing IMHO.
The bureaucracies are out of control and can ruin lives. How different is this from leftist communist organizations who are bent on ruining lives. Like the state Civil Rights Commissions who attack florists and bakers?
I thought the govt had to prove I was guilty, not me prove I am innocent. Oh, but that was long ago, and now my consolation is in the joy of growing old.
