Good thinking, but it will come down to whether stadiums are considered private property. (despite the tax breaks used to fund them)
If deemed private property, the teams can dictate the behavior of the fans, and it’s not a FoS issue.
Just as movie theaters can prohibit patrons from exercising the 2A rights. It won’t be a criminal act to violate stadium policy, but they can ask the fans to leave.
Where does the NFL get off backing any sort of legislation?
The old Met Center arena in Bloomington, Minnesota had multi-colored seats that would disguise the fact that many of them went empty.
