McCain and the Congress tied Trump's hands when it comes to bilateral relations with Russia. The Russian sanctions are just domestic politics.
Let's see what happens when Trump de-certifies the Iran deal and forces Congress to decide whether to increase the sanctions against Iran. I predict that they will do nothing preferring to keep the Obama deal. Just like Obamacare, the GOPe decried the Iran Deal, but faced with making a substantive decision, they will show their true colors.
