They were attempting to cover their azzes in a fatal pursuit, where the suspect they were chasing seriously injured a truck driver, nearly burning him alive. They were looking/hoping to to discredit the innocent truck driver victim if they found alcohol or drugs in his blood, thus limiting their liability.

Yes, he was the guy who told Payne to make the “arrest.” He should be discharged as well.
I see the Utah police is about as quick with justice and decisions as is the NFL.

Only partially true! The PD that caused the accident was in Logan, Utah (nearly 100 miles to the north of SLC). SLCPD was just doing “their brother department a favor.” And that makes all if this even more egregious. The open question now is who in Logan asked who in SLC for the “favor?” And the guy who was injured was a reserve police officer in a town in Idaho, so you have to wonder where the “loyalties” lie. Clearly a CYA move afoot to try and avoid damages for having caused the head-on collision in the first place via a high-speed chase.
Op, correction, not fatal, but injuries sustained by the victim were clearly life threatening.
What about the guy that gave the order?

Payne’s supervisor, Lt. James Tracy, was also demoted to officer.
The motive remains the same.
That took too long.
Good riddance to bad rubbish.
Now convict him of a felony and for damages. Ruin him.
His former fellow cops should applaud this.

I agree that it does seem to have been drawn-out. I expect, though, that the chief—while continuing his other duties—had to (a) gather and document all the facts; (b) consult the lawyers and his board; (c) reach his final decision; (d) plan the aftermath, both publicly and internally; and (e) for staff morale, not seem to be in a hurry to fire. A month or so is reasonable, then, while three would have been unreasonable and excessive.
He will be lucky to find a security job at Walmart.

Any cop (or soldier, or preacher or anyone with authority) is only as good as the behavior they do not try to stop.
More than a few hours is unreasonable when there is video footage.

A word of remembrance for the victim (the man whose blood was to be drawn) who died, and curses to the man who killed him by intentionally ramming his car into his truck.
