They got the “heel” mostly from being vicious and terroristic themselves. The EU will eventually prove to give Ireland far worse grief than they got while being ruled from London (something that Pope Alexander III established, BTW) if the EU ever gains its own military power.
Also, FTR, Winston Churchill was particularly vicious against the Irish rebels due to the connection with the Comintern.
