Correct though - some student could have said, “This is a crime. This is wrong. F*** you” and walked out of the class.

The students weren’t in on it being a ruse. But they likely still would have called if told to do so.
Students may not have had any idea it was a false report. We don’t know yet. Perhaps (speculation) prof came in door after students were seated, yelling for them to call 911 about a shooter in the building. Would anyone, as a student, think the prof was making it up or wait to hear gunshots nearby?? Of course not.
