kinda like Whitman and the U of Texas tower shooting. Civilian weapons appear out of nowhere and shooting at that tower seemed nuts, but the police didn’t stop it. In fact they praised it.

Not exactly. Yes there were civilians but the real action occurred in the tower, with only 1 civilian who was given a firearm by the officers he met.
As far as comparing this to UT? No thanks. The tower is a very confined, specific target, in the daylight.
This incident was at night with large hotels looming everywhere. Who could possibly tell where to fire, much less successfully do so upward to such a height?
