The strategy is that President Trump can approach the RINOs and say, “You better vote for this bill or I will bring Democrats on board.” At the same time he tells the Democrats that “unless you are on board, I have enough Republicans to pass this and the Democrat states are boned.”

And if when he brings the Democrats on and the Democrat states are still boned, then what?

The Democrats would not vote for the bill if it ended the tax deduction. Including it is the threat. But they *must* agree to vote for it if it doesn’t include the deduction.

Conversely, the usual RINO suspects probably wouldn’t vote for it in any event, just to snub President Trump. So he can threaten them that they won’t be able to block it, but it would still hurt them badly in the party and at the ballot box.
